When a horse, or any other animal, is abused in any way, you react strongly to it. You probably feel such intense emotion, especially in a case like Elsa and Anna, that you want the person who inflicted their pain to be severely punished. But the state only has the power to operate within the bounds of its laws.
Under current Utah state law, animal cruelty is a misdemeanor. As caregivers for abused, neglected and abandoned horses, we believe this needs to be changed.
Elsa was the catalyst
Elsa came to Dust Devil Ranch on January 2, 2014, and sadly lost her battle for life on January18, 2014. Elisabeth Carroll, one of the volunteers who worked valiantly to help save Elsa, saw the need for change in the law, so shortly after Elsa’s passing, she jumped in and drafted two petitions, now known as Elsa’s Law. One is for Utah residents and the other is for supporters who live in other states.
Though we’ve long recognized the need for change to existing animal cruelty laws, this little filly called Elsa was the catalyst to get the process moving.
As of this writing on June 10, 2014, the two petitions have gained approximately 9,000 signatures. This is a good start, but your help is needed to reach the required 20,000 signatures.
Already we’ve seen some opposition from a few segments of the community, and so we understand that compromise will likely need to be reached in order to see any change in the law. Because we want Elsa’s Law, we are willing to sit down with our legislators to get at least a simple version of it passed…
